Information on Job agreement - Target group register - Quota scheme

You may come across these terms from time to time. But what do these terms mean? On this page, we explain it to you.

Job agreement

The government wants people with labour disabilities to get jobs with 'ordinary' employers more often. That is why the cabinet made the Jobs Agreement in cooperation with organisations for employers and employees.

Job Agreement Act

In 2013, the cabinet agreed to the Jobs Agreement Act. This made agreements with social partners to create additional jobs for people with disabilities. This act requires 125,000 extra jobs to be created with employers for people with disabilities by 2026, of which 25,000 jobs in the public sector.  

Quota scheme 

If employers fail to provide the agreed number of jobs for people with disabilities, they must still provide a minimum number of workplaces (the quota).

Target group register

The people for whom the jobs, from the jobs agreement, are intended are in the target group register. UWV manages this register. If an employer hires someone from the target group register, this job will count towards the job agreement and quota regulation.

Targetgroup register

The people who fall into the target group register are identified on the basis of various conditions and regulations. These are:

  • People covered by the Participation Act who cannot independently earn the statutory minimum wage;
  • (former) pupils from secondary special education (vso) and practical education (pro) who have applied to the UWV for an assessment of capacity to work;
  • people with a Wsw (sheltered employment) indication;
  • Wajongers with work capacity. Labour capacity means that someone can work, for example, 4 hours a day;
  • people working on a Wiw job or ID job. The Wiw (former Wet inschakeling werkzoekenden) and ID-baan (former Besluit in- en doorstroombanen) were meant for social assistance recipients with a large distance to the labour market;
  • people who received a medical disability before their 18th birthday or during their studies. And who can earn the statutory minimum wage with a work facility (e.g. a transport facility or a Braille keyboard) thanks to the job agreement. An assessment working with a facility has been requested for this.

In the target group register or not?

It is not always clear when someone is or is not in the target group register. Some examples:

  • People on the Wajong have to have work capacity. If you have a Wajong with a permanent inability to work, you are immediately removed from the target group register. (See also the Knowledge Document, from the Ministry of SZW, at Q&A 33).
  • What if you fall under more than one of the above-mentioned target groups? For example, you have a WsW indication and no work capacity according to the Wajong. If you have a WsW indication, you fall under the target group register. This is stated in the Social Insurance (Funding) Act, article 38b. This article explicitly states that if there is no working capacity permanently, then the basis according to the Wajong ends. But that does not alter the other bases that are still possible, such as the Wsw indication.

It is perhaps strange that there can be people in the target group register who are assessed as having 'no working capacity'. This probably does not happen very often. But it is therefore possible, such as:

  • someone in the Wajong without work capacity can have a Wsw indication.
  • or are (former) pupils of secondary special education or practical education.
  • or have a disability before their 18th birthday or while studying before their 30th birthday and can only earn the statutory minimum wage or more with a provision from UWV or the municipality.

So if you are in such a situation and want to be in the target group register, it is probably possible.
